Cooperation SIG
SIG Charter
- The Cooperation SIG is a forum for discussion about broader Internet issues like Public Policy and Internet Governance, which are related to APNIC community interests, but which involve governments, other organizations, and other communities.
- The Secretariat will report to the SIG about APNIC’s outreach activities and seek advice and guidance on future activities.
- The SIG will act as a forum to develop and clarify the APNIC community’s position on issues of relevance to the public sector, or on matters for which a community position has been sought.
- The SIG should focus on information sharing, outreach, capacity building, and other activities that will advance APNIC’s vision for a global, open, stable, and secure Internet.

Biography | Joy Chan is the Deputy CEO at Taiwan Network and Information Center (TWNIC), her responsibility includes heading TWCERT/CC. Prior to this post, Joy was the Deputy Director General at Cyber Trust Technology Institute of Institute For Information Industry (III). Joy worked as the Head of APAC Production Engineering for Yahoo! Products and Services, and she was the CTO for Yahoo! at Taiwan, she brings in advance technology for service resilience and scalable system operations. |

Biography | Bikram Shrestha’s extensive background and skills position him exceptionally well for the role of Co- Chair for the Cooperation SIG of APNIC, a role that requires deep knowledge and understanding of ICT policy, digital awareness, capacity building, and regional cooperation. In the days to come, Bikram’s main motto as co-chair will be “Think Global, Act Local.” Shrestha will continue to contribute a unique perspective from local, regional, and global perspectives, enhancing cooperation and SIG diversity in all aspects related to the distribution of Internet technical and non-technical awareness and capacity building, and Internet challenges and opportunities.
Mr. Shrestha, with over 20+ years of experience in the ICT industry, has a strong foundation in internet technology and digital networking. His leadership in policy advocacy and capacity building has been evident in his roles as President of Nepal Internet Foundation, Lions Club of Kathmandu Cyber World, and Head of DMR&MTB at Sanima Bank Ltd. He has also led the first Nepal IGF and npSIG, demonstrating his ability to lead complex initiatives. Shrestha’s extensive network of national, regional, and global organizations, including CAN Federation, npNOG, SANOG, ISOC, APRALO, ICANN, APSIG, APrIGF, APRICOT, and IGF, fosters regional cooperation and understanding. His creative and innovative approach, rooted in music and arts, is valuable for problem-solving and fostering innovative thinking. His commitment to inclusion and development is evident in his jury member roles. Bikram Shrestha’s comprehensive experience, coupled with his strategic and innovative approach, makes him a strong candidate to contribute effectively as a Co-Chair of the Cooperation SIG. His background ensures that he brings a balanced perspective, essential for driving the Cooperation SIG’s objectives forward and fostering a collaborative environment within the APNIC and ICT community. |
