Resource Delegation Audit Program

APNIC commenced planned audits of resource delegations across the APNIC registry and National Internet Registries (NIRs) at the end of 2023 as part of its efforts to ensure registry accuracy.

Following preliminary investigations, the resource delegation audit program was expanded in 2025 to include additional steps to strengthen policy compliance to ensure the ongoing integrity of the registries.

Program Activity

Aggregated data analysis (APNIC and NIRs)

APNIC will undertake reviews of existing allocation and transfer data of APNIC and each NIR, initially targeting a period of approximately 10 years.

Policy compliance spot checks (APNIC)

APNIC will undertake randomised spot checks on new delegations to ensure that Member onboarding and allocation of resources has been completed in strict accordance with policies and procedures.

Policy and procedure review (APNIC)

A detailed review of all of APNIC’s resource delegation processes, workflows, and team structures will identify any areas where policy compliance could be strengthened further.

Account accuracy review (APNIC)

Account accuracy checks, where APNIC staff proactively contact and assist Members to ensure their registry data is accurate, will be established as an ongoing process.

NIR support and training (APNIC and NIRs)

Quarterly APNIC-NIR alignment meetings will continue to be held and additional support and training will be provided by APNIC as needed.

NIR agreement review (APNIC and NIRs)

APNIC will, in consultation with the NIRs, review its standard agreement with NIRs to identify any areas requiring greater clarity or improvement.

These activities are expected to take at least 12-18 months to complete, with several processes remaining ongoing into the future.
